What MOH Singapore’s Health Information Bill Means for Clinics and Healthcare Providers?

Singapore is turning its vision of “One Patient, One Health Record” into a legal reality under a new bill passed in parliament on 12 January 2026. The Health Information Bill (HIB), which will come into effect early next year, requires all licensed healthcare providers to share their patient data to the National Electronic Health Records system (NEHR).

Here is what clinics and practitioners need to know about the data contribution and security requirements under the HIB.

Implications for Private Clinics and Healthcare Providers

The core of the HIB is the mandatory contribution of all key patient health data to the NEHR central repository. This includes health information such as patient allergies, vaccinations, diagnoses, medications, laboratory test results, radiological images and discharge summaries.

To ensure patient privacy is sufficiently protected, the HIB will also require healthcare providers that contribute to and access the NEHR to put in place data security and cybersecurity safeguards based on the Ministry of Healthcare’s (MOH) guidelines. These requirements include:

  • Having a compatible Clinic Management System (CMS) for proper storage, access, use and sharing of health information with security measures such as,
    • Access control restrictions
    • Comprehensive audit logs
  • Reporting cybersecurity incidents to MOH in a timely manner, with serious gaps in compliance possibility leading to penalties and prosecution.

With the HIB taking effect from early 2027, now is the time for healthcare providers to familiarise themselves with the requirements and take action to upgrade their clinic systems.
